Our Theory of Change

For a better tomorrow

At Accommodation Concern, everything we do is focused on the difference we make in people’s lives. Our Theory of Change sets out how our services lead to meaningful, lasting outcomes for the people we support, and why our approach matters.

It places clients at the heart of our work and helps us clearly explain the link between what we do day-to-day and the positive change we see over time.

What is a Theory of Change?

A Theory of Change is a framework that helps us understand and articulate:

  • the needs and challenges people face,
  • the support we provide, and
  • the short, medium and long-term outcomes that result.

It recognises the complexity of people’s lives and acknowledges that change does not happen in a straight line. Instead, progress is built through trust, consistency, and the right support at the right time.

The Difference We Make

Through our Advice Services and Supported Accommodation, we support people to move from crisis towards stability and independence.

Short-term outcomes include:

  • feeling listened to and not judged
  • reduced anxiety and immediate relief
  • improved understanding of options and next steps

Medium-term outcomes include:

  • increased confidence and self-advocacy
  • improved mental health and resilience
  • greater engagement with support and services

Longer-term outcomes include:

  • greater independence and autonomy
  • improved family relationships
  • reduced vulnerability and isolation
  • stronger financial and housing stability

Our Priority Outcomes

Across all our services, we focus on outcomes that matter most to the people we support, including:

  • confidence and empowerment
  • trust and hope
  • resilience and self-belief
  • feeling reassured, safe, and valued
  • improved mental health and wellbeing
  • being seen, heard, and respected

These outcomes guide our service delivery, staff training, and decision-making.

How We Measure Impact

We gather evidence of our impact through a combination of:

  • client feedback and follow-up calls
  • case studies and personal stories
  • outcome monitoring and supervision
  • financial and non-financial reporting
  • anonymised personal data and service insights

This allows us to continually learn, improve, and ensure our services remain responsive to people’s needs.

Why This Matters

Our Theory of Change helps us:

  • remain accountable to the people we support
  • demonstrate impact to funders and partners
  • ensure our services stay focused on meaningful outcomes
  • strengthen our long-term vision for preventing homelessness and poverty

It is not a static document, but a living framework that evolves as we listen, learn, and grow.
