Stability Beyond Care
Independent national recognition for Accommodation Concern's welfare advice partnership with mental health services.
Commissioned by Citizens Advice
Independent report
Why this matters
Stability Beyond Care: Why welfare advice matters for mental health is a Centre for Mental Health briefing published in May 2026. It presents evidence from three sites in England - Winchester, Kettering and Sheffield - where specialist welfare advice is embedded within inpatient and community mental health services.
Accommodation Concern is the Kettering example. The report recognises AC's work with Northamptonshire Healthcare NHS Foundation Trust, showing how trusted welfare advice can reduce distress, prevent homelessness and help clinical teams focus on clinical care.
"welfare advice is an essential component"
One of three national examples
AC is part of a wider evidence base.
What the report says about AC
Advice that deals with the practical drivers of crisis
The report describes how AC's partnership started with direct referrals from community mental health teams and grew to receive referrals from NHFT clinical and administrative teams. It also notes AC's integration with NHFT's 24-hour mental health hub, enabling phone calls to be transferred directly between the two organisations.
For people using mental health services, the pressure is often not just clinical. It can be a benefit form, rent arrears, a housing duty, debt letters, missing evidence, or the fear of what happens next. AC's role is to make those problems clearer, safer and more manageable.
Welfare benefits
Applications, appeals, mandatory reconsiderations and income maximisation where mental health affects work, daily living or entitlement.
Regulated debt advice
FCA-regulated support with debt problems, financial stability, crisis prevention and overwhelming administration.
Housing prevention
Eviction risk, homelessness, housing processes, appropriate accommodation and discharge routes that are safe and realistic.
In the report
"literally speaking and working with a different person"
The report links reduced financial and administrative pressure with psychological recovery, confidence and longer-term stability.
What gets measured
Impact beyond a single appointment
The report notes that AC reports outcomes to NHFT quarterly, including patient flows, financial outcomes and wellbeing outcomes. That matters because this work is not just about advice activity - it is about whether people's lives become more stable.
System value
Health, housing and welfare systems work better when advice is part of the pathway.
Why this is bigger than one service
The report argues that welfare advice helps reduce pressure on NHS staff, supports discharge and recovery planning, and fills gaps between health care, welfare systems, local authorities and the voluntary sector.
For AC, this reflects what frontline work shows every day: if someone is unwell, frightened and trying to manage benefits, debt or homelessness alone, the practical problem can become part of the crisis. Advice gives people room to breathe, and gives clinical teams the right partner for non-clinical issues.
